La vertenza sulle mura di Roma: rivendicazioni, controversie e accordi tra Stato e Comune sul più rappresentativo dei monumenti cittadini

This paper addresses a specific issue that the newborn Italian State and the Municipality of Rome were compelled to face since the last quarter of the nineteenth century, concerning the division of powers and competence in relation to the Aurelian Walls of Rome. In fact, the Walls were still used as an administrative limit for duties, being the defence wall of the city, but they were also considered as a monument. Under the State of the Church, tax collection, the restoration of walls and the day-to-day management were all reserved to the papal departments, whereas problems raised when the new Kingdom of Italy was proclaimed in 1870. Thus, an administrative conflict arose between the Municipality of Rome and the new departments of the Italian State, whose duties were not yet well defined, in regard to the different jurisdictions and financial charges related to the Aurelian Walls and their multifaceted character. The goal of this paper is to reconstruct the relevant historical and political framework by means of a large amount of documents gathered form the major archives of Rome.
