From the mid-fifth century BC onward, the Romans began taking measures to secure communication by land, ensuring the orderly functioning of roads through the law. Starting from the Social War, which resulted in a significant development of urban structures and an everincreasing need to communicate, municipal legislation, based on that of the capital, identified and regulated
the two administrative pillars that, over time, would guarantee the functioning of the municipal road system even without private contributions (beneficia): honores and munera.

Fin dalla metà del V secolo a.C., i Romani si preoccuparono di garantire la comunicazione via terra tutelando attraverso la legge il funzionamento delle strade. A partire dalla Guerra Sociale, che ebbe come conseguenza un importante sviluppo delle strutture urbane e una sempre crescente necessità di comunicazione, la legislazione municipale, che prese a modello quella della capitale, identificò e regolamentò i due pilastri dell’amministrazione che nel tempo avrebbero garantito il funzionamento del sistema stradale municipale anche senza il contributo dei privati (beneficia): honores e munera.
